From the very first,

the current US ABM was publically declared as a direct-hit weapon, not a proximity-fused frag device. I remember asking myself when it was first tested "Why?" At combined orbital speeds, flying through a cloud of buckshot would disable even an armoured re-entry vehicle. I'm sure there is a good reason why they went to this extra trouble, I just can't see what it is.

I was personally surprised that it also had anti-satellite capability. I'm sure there is some overlap in those two missions, but they are not the same. Not just the vehicle, but all the sensor and communications support on the ground (or ship) or in space would have to be able to handle either mission.
