Your water supplies are limited and you have population overgrowth.
Multi-cultural, you are packed in like sardines in area that keeps getting drier and drier.
Last time I drove into Cocunut Grove through the everglades, I was AMAZED at the miles and miles of new condos built out in the swamp by dredging out the swamp and piling the dirt as the foundation. Who could live like that?
One good storm and everyone's back underwater.
