I looked at the paper, but at over 200 pages, I'm not going to read it all. I did look at the summary and a few other parts. Basically, they assume a given level of climate change, and wonder how it's going to affect transportation. I suspect the recommendations involve a lot of new studies, Federal funding, and cash flow to research organizations for more study.
Keep in mind that in most of the United States, our transportation infrastructure already tolerates large temperature changes. I come from Minnesota, where the seasonal range is in the neighborhood of 140 degrees, and has been for a hundred years. There are still highways, railroads, airports, bridges, and everything else that makes a civilization run. I will admit there's a lot of construction work, too.
