Until the late 90s we had twice as many troops stationed in Europe as we have right now in Iraq. Heck, we had around 3,000 troops in Belgium during the 80s. Their main function was protecting Europe from a real empire.

What does a "colonial empire" actually do? Would troops stationed in a peaceful Iraq in the future qualify?
