I don't think 1936 cars were vulnerable to EMP-type attacks, although I defer to anyone here with more expertise in this than I have. I'm pretty sure most old cars had mechanical fuel pumps and relatively robust contact-type ignition systems.

And of course, David Hatcher Childress doesn't exactly radiate credibility.
