Not to put too fine a point on it, but in 1994 the House and Senate became Republican. Odd that nobody seems to think this had anything at all to do with the economics of the late 90s.
BTW, just so you know, there are about 5.3 million more payroll jobs right now than there were at the peak of the 90s economic boom.
