We do not know the extent of the boy's handicaps, how many times the teacher requested help to special educate the boy, and the total sum of disruption to her classroom.

What she did and how she did it was uncalled for, but I can see something like that happening. When you can't get your superiors to agree with you, sometimes you go to the subordinates.
