Yes there was sulfuric acid waters on Mars, Yes, there was volcanism, and by golly yes to rain, water uplifting from the ground and from above at one time.

Mars's atmosphere is pretty much dead now, no doubt. (Oh, but localized, siure, but it did happen.)
