The US knew of the Georgian plans, and the Russian build-up.
I read a pundit (can't find the article now) who said the Georgians would not have attempted this without the permission of the US. He wondered why, since the US knew of the Russians massed on the border, Bush would still allow it.
This guess, to support McCain, would be as good as any had the US responded more forcefully.
