I believe that quite often there is a back-channel deal.
There is the claim that in the past the US and Pakistan have had private deals where the US had permission operate in Pakistan with the understanding that Pakistan would have to protest for public consumption.
This MAY be an escalation of that agreement.
The US is expecting Pakistan to place US interests ahead of Pakistani interests, something the US would never do in return. The vast majority of Pakistanis do not like the US and the Pakistani government is having a helluva time keeping it's citizens happy and helping the US at the same time.
