Using the Agena rocket as a booster. This was proven with Gemini 11,
when the Agena it was docked to fired up and lofted the two astronauts
to over 800 miles above Earth.
NASA canned Lunar Gemini mainly because they did not want it to
overshadow and potentially cancel Apollo.

And the Russians are presumably still planning to send a Soyuz around
the Moon carrying tourists, which is what the spaceship was originally
designed for anyway and the Chinese version derived a lot from it.
So what I am saying is, I could easily see the Chinese at least doing a
lunar flyaround like a Zond (another Soyuz derivative) within 10 years.
Unless a major upheaval happens, they will have their own space
station sooner than that. Then it may take a while, but a lunar base
will likely be next - though I really think all spacefaring societies should
be focusing on all the NEOs out there first.

NASA could have sent a Gemini around the Moon in 1966
