He is simply pointing out that NASA transmissions can be monitored by anyone that has the equipment.
That was in answer to the question by Carl, who wonders
“Were WE LISTENING to Recent Chinese Manned Mission?”

Now I ask you, WHY should such an answer be removed from there?
