What I'd like to see.
A law similar to the one passed when the Bells were broken up. One that permits cable content providers to use (for a price) cable/fiber owned by other cable companies. And one that permitted multiple cable companies to service the same area. And one that prevented any American localities from granting monopolies to either cable/fiber stringers nor to cable content providers.
Then let the market do its work.
