The Petition Project is an effort by the Oregon Institute of Science and Medicine, run by Arthur Robinson. Two seconds on Google would have told you this, and since another post showed you already ran a search on it, I have trouble believing you really had a problem figuring this out.
Robinson also publishes the newsletter "Access to Energy." I have subscribed to it since Petr Beckmann was writing it, and modeled my own newsletter, "Commercial Space Report" on it years ago. That is information that would have been a bit harder to find, but it isn't really relevant.
Robinson is a professor of Chemistry, and a cofounder of the Linus Pauling Institute of Science and Medicine. He is not an official climate scientist, so by the Rules of AGW this makes him too stupid to render a valid opinion on climate change. I guess that isn't relevant either, then.
The fact is that you and I are as qualified to analyze data and information as anyone else. The function of a scientific paper is to present the information and the arguments so that someone who didn't do the study can understand how the study was done. I may have a problem with the math sometimes, particularly statistics, but the basic concepts are almost always clear enough.
I have spent money to read the actual papers on many of these subjects, not the latest newspaper articles, and have had e-mail correspondence with several of the scientists involved in climate research, most recently with Josh Willis on ocean temperatures.
I'm not ignorant on this subject, and I have doubts.
