Its the classic Keynesian strategy:
Lower taxes when times are hard to boost the economy, raise them in good times to pay the bills off and keep the economy from overheating.
Unfortunately, due to the stupidity of government, we now find ourselves 180 degrees out of synch with reality. We overheated the economy right into a recession and never did get around to paying the bills when we had the chance.
