It's the nature of The Beast
They see everything as "an opportunity," even a disaster of their own making. Just look at the behaviour of the banks...they take the money that's earmarked for lending and horde it for their own internal purposes. They have no sense of responsibility whatsoever, and will not come out of this changed. If certain risky avenues are barred to them in the future, they'll simply find--or make--others.
Looting will continue. It's what they do.
