CNN, The Washington Post, and others wrote hysterical misleading headlines that later required corrections on multiple fronts, even the above article. The original Washington Post headline, before they started scrubbing their site, was "Russian hackers penetrated U.S. electricity grid through a utility in Vermont, officials say." And it was the Washington Post doing this, a paper found on desks of power throughout our country, not some off-the-wall website.
Basically, they found a virus on one computer, probably because some idiot clicked a link they shouldn't have. End of story.
P.S. There really isn't anything linking this malware directly to Russia. Malware is widely available to anyone.
