Good suggestion "look for planets that have a chance of having seen Earth" but a flawed implementation. The investigator posits that these technical civilizations are stuck with no better than 2010 technology. In an eyeblink we'll have TPF capability to IMAGE out of plane Earths around nearby stars. Therefore any rational strategy should assume a technical civ with capabilities exceeding ours and the ability to scope out the Earth from a few hundred LY if not quite a bit further.

By 2013, Kepler will give us an answer as to the % of stars with terrestrial planets and the % that lie within the liquid water HZ.
