Those are typical of "reflection" UFOs, or lights behind the photographer reflected in glass, regardless of the photographer's claims.

I actually had some fun with this picture yesterday. A story on it in the "Sun" didn't specify which building it was taken in, and I used Google Earth and some angle measurements to figure it out. I worked out that it was the Orion House, using "street view" to look for the tall buildings since for the most part Google Earth is two-dimensional when viewed at an angle.

I'm pleased to find out I was right (the building is named in your Telegraph link). Of course, it helps that the Orion House is the only 16-story building in that area.
