I watched Liddy speak in Congress and felt sympathy for the guy, he was not in charge when it hit the fan, after all, and it appears a lot of the real villains have left, taking their bonuses with them. Didn't Liddy take the job for a $1 a year symbolic salary?

It is clear that some of the bonus recipients were paid this way because they were among the very few people with the expertise to clean up the mess, and it was essential to keep them, no matter what. However there is also an implication in the report that perhaps some of the principals in the firm knew what was going to happen when they left, taking their plunder with them. There may be room for indictments after all, if conspiracy can be proved.
