In defense of boilerplate.
Where I've worked, upper management has made a major portion of their livelyhood demanding documentation and tut-tutting about existing documentation. Without fail, every year or two we would be asked to document applications or work processes that have been documented and re-documented and re-re-documented at various levels of detail (almost always either in too little detail or in too much detail to please the requestor). Scrounging from prior documents was an important suicide prevention measure.
