No one claimed the Pirate war is over
In fact the first thing the Navy said was there is no way to patrol that big an area and to expect more pirate attacks. The ultimate solution will be establishing some kind of effective government in Somalia that can deal with these criminals. That's not an easy prospect. In the meantime I think it is generally agreed the merchant ships need to add the cost of defensive weaponry to their business model.
