Its kind of like a Russian National Enquirer now.
If you look at their stories, you'll find the same sorts of reports on rense.com.
Some of their stories come from the same ring I've been working on here in Kempton, Illinois.
If you really want to nail the Governor of Texas for his remarks, look up
"Republic of Texas" and "Richard Kieninger". It's a great story.
As far as this particular Pravda piece goes, its clear that its author was trying to draw an analogy between the USSR and the US, using the collapse of the USSR to sketch out a collapse of the US.
