The difference between a soldier and these folks is that the soldier is following orders. Once they've enlisted they're screwed. These people did what they did by choice.
Certainly one of the main reasons for licensing is to protect people from the kind of person who would do these things. Any licensed health professional who participated in any phase of this should lose their license for life. I don't think there's any way around it.
Here's hoping the ACLU or someone will sue any licensing boards which refuse to discipline to the max.
