It is pathetically simple.

Put all of the apparatus into a sealed isothermal calorimeter. Now run the reaction. It is trivial to measure the heat output. After all, that is what an isothermal calorimeter is designed to do. It is equally easy to measure the electric energy input with an integrating wattmeter.

If the heat output exceeds the electric energy input by a substantial margin that was greater than any chemical reaction could produce with reactants of that mass, the concept would be proven.

This has never even been attempted. Why? Because the Cold Fusion confidence tricksters know that it would not work.
