I'm pretty sure most of the groups on the list pre-date 2001, and a check on a few websites picked from the first dozen or so on the list show activity in Afghanistan before that time, too.

Catholic Relief Service

CARE

NOW deserves credit for being ahead of the curve on the plight of women under the Taliban in Afghanistan, but they aren't the only fish in the pond by a long shot.
