re: It's not even that clear...

And what is wrong specifically with a re-run of Apollo?

I would pick a re-run of Apollo over a re-run of ISS.

Obviously, there were problems associated with Apollo that I do not want to repeat. And obviously there were good things about Apollo that I can't realistically hope we will repeat- I can't hope it will be done as quickly and as cheaply for instance. This would be possible technically but not politically- not apparently by the current govt agency called NASA.

But say something on the order of a dozen trips to polar region [and possibly elsewhere] and something on the scale of a total payload to the Moon of around couple hundred tons. Now leaving a camp on the Moon in which NASA or other parties could use, could be a good idea.
Doing sometime as ambitious as putting nuclear reactor or solar panel farm [small] might be something one could do- and either could do a lot towards enhancing a camp.
But I don't think a lunar program would dependent for success on establishment a nuclear power plant or small solar farm- it could be a good idea and it could not be a good idea- depends upon details.

What I think is critical for lunar program success is determining whether there is minable water on the Moon.
And addition the completion of a package of various lunar science missions which are deemed important or a priority.
Another critical aspect is doing what is considered necessary in regards to a lunar program that allows the manned mission to Mars to be safer, cheaper, and more predictable- setting up a nuclear reactor on the Moon could be partially related to this.
