"Cross Agency Support" item is huge, and is really about manned flight
Unmanned flight and aeronautics doesn't need anything like the infrastructure support that manned flight does, so that $3.2 billion for that item is downplaying the amount spend on manned flight.
I agree that a large shift in priorities is needed, although I doubt the political will exists to do it, even from the Obama Admin.
