I think it should be the law that within 2 years all federal buildings should have a white roof- either new better roofs or painted white.

And also all new construction or resurfacing of federal road projects should use a material significantly better than normal asphalt- concrete or something better than concrete.

The federal govt should also fund research which explore better ways of making road surfaces.
