How does one pay for government without taxes?

War, for instance is expensive. Now there is a way to pay for wars through fees. Let's take Iraq, for instance.

ExxonMobile and BP, quite possibly the only beneficiaries of this excursion, of course would pay the most. And it should come from the stockholders, not the customers.

Are there other suggestions to pay for government besides borrowing more and more money? A la Reagan and Bush?
