The first one is best, from this site, which apparently simply uploaded the entire old EPA site into their own location. You'll notice the top links work, when they didn't in the cache file. The second one seems to be a separate "copy" site, but I haven't checked it out as much.

Bookmark that SaveOurEpa.com site, or any similar one, and you'll have all of what you're looking for.
