I'll put it another way
NASA is like these smaller organization that pop up and disappear in a few years.
The Institute for Somekindof Science, with the league of extraordinary gentlemen on its staff, never lasts long.
NASA is nearing the end of its lifespan. I can hear it's weazing breath. It won't last unless it finds a way to intertwine itself in everyone's lives, in ordinary, everyday things that people need. Human spaceflight isn't it.
