It depends on 2 things:
1) How much stimulus we can get into the system & how quickly we can get it there, and
2) If the rest of the world decides to take it seriously and takes appropriate stimulating measures.
If everything went just right we might manage it in 2010. Of course, conservatives will are fighting both measures with tooth and nail.
