Sharing with the private sector is perceived as just giving the technology to the Russians, North Koreans, Iranians, Chinese and all the rest.
Don't forget - Clinton used an EMP to give our troops the edge in Kosovo. As far as I know he's the only president besides Truman who used a nuclear device for war against another nation.
The lesson was - it worked. It foiled the effectivity of much of the air defense networks and gave our stealth fighters a real life nuclear run.
As long as other nations don't have access to the technology to defend against EMP, the US will not hurry and lose one of the few edges we still have left.
By the time Obama is gone, I predict the number of nuclear powers will double. EMP is a first strike technology. No one is going to hand the defense to that over anytime soon.
