I have seen lots of plans involving controlling sprawl, limiting the types of construction in an area, and rationing utility needs. I've seen plans to encourage family homes, plans for industry, and plans for green space as cities grow. I've seen plans to demolish acres of buildings, and build something new in their place.

I have never before seen a deliberate plan for abandoning large sections of cities to the wild.

This is not progress. In fact, there's something dimly horrible about it. But maybe it's just me.
