An International Heavy Lifter?

Is this crazy?

I'm not a real fan of ISS, but mostly because it's in a not too useful orbit.
Multi-national collaboration on big space projects/missions, is not a bad thing.

Why not apply the concept to the most expensive part of space exploration, launch vehicles, but specifically, heavy lift vehicles, on the order of Direct 232, Aries V, Energia, Saturn, etc. .

The consortium would settle on one design, (I'll use Direct 232, but select your own favorite) and divy up funding, production, and operations, among the various nations.

First stage, a collaboration between US and Russia.

Second stage, or IUS, a collaboration between ESA and JAXA, or ISRO.

A dedicated launch facility at Kourou, (Say three launch complexes) funded and constructed by other willing partners.
