The Earth is NOT a good Lunar Analogue

The atmosphere interferes with our ability to view the surface, and the same atmosphere interferes physically and chemically with the impact process, and then there is weathering.

In short, your proposal is worthless.

Your demand that a lunar mission should have arbitrarily good resolution spatially and in wavelength is also a pointless goal. YOU need to do the science to calculate what SHOULD be observable, and then specify how good an instrument we need to observe it.

Space missions DO try to get as good an instrument as can be achieved, but remember two things:-

1) The perfect if the enemy of the good
2) you can only select ONE of better, cheaper, smaller
