A question - North Korea and Iran

I've been wondering for a while. How is it that North Korea, an impoverished, isolated nation with no reputation for intellectual pursuits and few natural resources, has nuclear devices whereas Iran, a relatively well-off country with many international ties and a well-educated elite does not?

(Spare us the lecture about an evil ruler starving his people so he could get nukes for megalomaniacle purposes. Clearly money was diverted from other uses, but nukes aren't built by beaten, starving peasants.)

Did Pakistan sell them everything? Was there help from somewhere else? I doubt the knowledge was home-grown.
