Israel, and now North Korea.
I posted an article here on how Israel got them and it was fascinating. As I recall they worked with South Africa and France gave them much of the technology.
Just found a long, interesting article on that from FAS.
And here's one on North Korea. Apparently it was relatively home-grown, and they have their own uranium.
I think warhead design isn't as easy, though.
