Different Goals & Bank Accounts
Musk wants to open space to colonization and industry and only had about a 100 million he was willing to risk (roughly a third of net worth by some stimates). The old timers make more money at cost plus if costs stay hight. The also had far larger reserves.
This shows like nothing else what being goal driven accomplishes rather than the aimless jobs program NASA's human exploration program has been for roughly 35 years.
