Good points about budget & schedule. Typically cost and schedule do suffer when pushing the state of the art. I just have the feeling from what I've read that possibly MSL was not well conceived from the start. I agree that actions or shall we say failures in this context should have consequences. IF what we read is true perhaps the Program Manager should be replaced. Then again, sometimes the PM is the dude stuck with shoehorning someone's flawed concept into reality and sometimes they're the one who screwed the pooch. Who knows?
