Extremely sentient creatures can exist in theory
without the means to handle [think no hands] tools and materials,
leaving all available free time [when not eating, drinking, procreating] for them to meditate on the more important things of existence;
not having to worry about technology and its implications.
Technology is not always the fruit of intelligence.
Socrates and Plato were more intelligent persons than any one of us
dare claim for ourselves, yet they did not depend on ADVANCED technology to express their intellligence fruitfully.
BTW, without hands, arms, etc, intelligent beings may still
be able to manipulate [move, maneuver] mass without physical contact
by hypothetical [mythical?] telekinesis.
Of course we have no proof it exists - at this time.

Let's not confuse intelligence with technology.
