The funds spent on crewed misions will probably be cut, not transferred to developing very sophisticated unmanned systems, and without crewed missions to be the 'poster boy' the awarness and funding for spaceflight generally will suffer. Space exploration needs stunts and publicity. Sawyers logic is great but my gut tells me its definately not what will happen.
