I remember the Russian nationals I met briefly in France 20 years ago, and if required to report that meeting you can be sure I would even though my interaction was just helping them catch the correct train...

The only thing more disturbing than the arrogance they have to believe they are above the law, is the fact that -so far- they seem to be justified in that belief.
