A public and well publicized campaign, with study groups, town halls, studies of foreign plans such as the UK, France, Canada, and the Scandinavian countries, even a detailed exam of the Romneycare plan. In contrast, the Republicans could continue with their vindictive destroy-Obama's-legacy-at-all-costs campaign. We might even persuade Obama himself to come back and champion it---call it EACA: the Enhanced Affordable Care Act. Hillary and Bill oould work in the background on strategy, they understand the issue better than just about anybody.

Meanwhile, every day, a Dem Legislator could inset into the Congressional Record how many more Americans have died that day needlessly due to Republican indecision and hand-wringing. As the body count rises, and the premiums and co-pays continue to go through the roof, the message would get through.
