Maybe we should be a bit more charitable to Mr Trump

Knowing UV and disinfectants kill viruses, it is not all that surprising that perhaps those facts could be used to suggest a therapy. And that is why he off-handedly asked his medical people if something along that line might be modified into a promising treatment. His thinking doesn't reveal criminal stupidity, just a total ignorance of medicine and human physiology. This would not be unusual for a politician, and certainly not for a businessman, or for any of his knuckle-dragger constituency. The press jumped all over it, and that was unfair. His remarks were stupid, but not evil, and they have been misrepresented.

Trump's remarks were not evil, but his lies and evasions to cover up his ignorance, to blame it on the liberal press, certainly are. And so is the pretzel logic his followers are coming up with to try and cover for him.

Also evil are Trump's seizing on any disconnected half truth he stumbles across and passing it off in public to demonstrate to his followers that he's on top of things and his opponents are just out to get him. He's distracting his followers by trying to disguise his incompetence.
