These rules have been here since the beginning- predating humanity, our solar system and our galaxy.
The workings of the universe follow very precise and often complex rules, and are capable of giving rise to a wealth of awesome phenomena.
In the eons that humanity existed in ignorance of these rules, we invented gods to explain the phenomena we witnessed- it is understandable that we did so- without any knowledge of optics and the nature of light, a rainbow could be reasonably interpreted as a supernatural sign from god.
They gave rise to stone-age stories around the campfire, that became bronze-age mythologies, which in turn became Iron-age organized religions...
The problem comes when people cling to these notions to the exclusion of everything else in the scientific age... clinging to stone-age notions when humanity lives in a world where it is critical that decisions be made based on facts is a recipe for disaster.
When we now live in a world where people are denied equal rights because some people believe their invisible sky-daddy has hang-ups about sexuality, well... the only word for it is insanity...

No, God is a creation of man, science is the study of the rules of the universe...
