I haven't actually read this tome, so I don't know this with any certainty, but I wouldn't be surprised if that's exactly what it is.
The concept reminds me a lot of Norman Spinrad's the "The Iron Dream", or the Verhoeven films "Robocop" and "Starship Trooper", or even the original "Rollerball".
