A work around

Instead of trying to transfer all the money to another campaign or a PAC, why not just have Biden spend it himself? Couldn't he use the money to buy campaign ads for the new nominee? And if not for the new nominee, just say Vote Blue and flood the airwaves with anti Trump messaging.
