The money in Biden's warchest can only be transfer to Harris if Joe steps aside. Any attempts to give it to another candidate or the DNC would be met by immediate lawsuits from the GOP that would effectively tie up the money until after the election. So what are the options?
As I already mentioned maybe Biden could spend it himself on generic Vote Blue and anti Trump ads. That might not work as it could also be subject to lawsuits. Another option, refund all the money to the donors, who could then donate it again to the new candidate and/or the DNC. Tricky but it might work.
I have no doubt that no matter what, mega donors and regular donors would still flood the democrats with money down the stretch to beat Trump. It wouldn't hurt if they knew they were getting refunds from their original Biden donations.
